By whitelisting what is meant is that everything is denied and individual policies are allowed. Often this is used in IP firewall filtering where individual IP's are allowed through and everything else is denied. It can also work on emails in a mailing list for example, which denies all posters except a whitelisted few. Also in public school sports sometimes a coach will post a whitelist of players that made the final try-outs for a team, players that do not see their name on the list aren't allowed to participate further.

The opposite of whitelisting is blacklisting.
