RFC stands for Request for Comments. These are the best we have as "standards" for the complex space the internet has become. You can see the listings of all RFC's [http://www.rfc-editor.org here].
Historically RFC's come from isi.edu (internet sciences institute or something like that) and were distributed by their [[FTP]] service, today those are still found there.  Also iana.org is a place to look for RFC's.
